About the Project
Our Mission
This project supports the Government of Kenya's efforts to strengthen primary health care (PHC) by scaling knowledge management and evidence translation across four key reform areas: performance management, healthcare financing, quality of care and supply chain systems.
Partnership with World Bank
Targeted Support
Universal Health Coverage Goal
In close collaboration with the World Bank Trust Fund and aligned with the Building Resilient and Responsive Health Systems (BREHS) initiative.
The project aims to improve service readiness, accountability and policy alignment by providing targeted support to 10 underserved counties.
Accelerating Kenya's progress toward equitable and sustainable Universal Health Coverage (UHC).
Key Objectives

1
Strengthening institutional capacity for health service delivery towards achieving universal health coverage.
2
Improving utilization of quality health services at primary care level.
3
Address challenges related to geographical inequities in health outcomes.
PHC Trust Fund: Target Counties
To advance PHC reforms at the county level, the Gates Foundation partnering with the World Bank established the PHC Trust Fund, targeting ten underserved counties.

Critical Health System Challenges
These counties face severe health system challenges that disproportionately affect women and girls, who face additional barriers including limited access to respectful maternity care, family planning services and gender-responsive health financing.

Why These Counties?
These gaps underscore the urgent need for coordinated, scalable solutions that integrate fragmented technical support into effective PHC strengthening. The challenges disproportionately affect women and girls, highlighting the need for gender-responsive interventions.

Our Consolidated Approach
A comprehensive framework developed with input from multiple grantees to support the Trust Fund in catalyzing the BREHS project through strategic partnerships and evidence-based approaches.
Knowledge Management Platform Framework
Under investment INV-080070, Savannah Informatics worked with the grantees to consolidate insights and outputs into four first generation thematic playbooks, and established a learning and coordination mechanism that is aligned with the World Bank's Trust Fund Technical Assistance (TA) Focus areas.

Our Playbooks
Four comprehensive playbooks developed with input from various grantees to guide implementation across key areas of Kenya's primary healthcare system.
About the Playbooks
These playbooks represent evidence-based approaches including data resources, toolkits, case studies, and policy briefs. They're designed to support implementation across four key consortia: Performance Management, Healthcare Financing, Quality of Care, and Supply Chain Reforms.

Each playbook consolidates insights from multiple grantees and is aligned with the World Bank's BREHS initiative and Kenya's national PHC priorities.
Four Consortia Focus Areas
Our work is organized around four 'consortia' partners to help bring out the grantees' synergies and strengthen collaboration across complementary reform areas.
